Unableto send pictures

Its doesn't give me any error or anything it just says can't send image or message failed! I have a samsung note 4, if anyone can help plz repond

    I don't even receive any note saying my pic can't be sent. It's in my textra as if iy was, but my friends say never receive them. Why?
