Textra > Settings > Quick Voice Memo = On (as per the screenshot below).



Long hold to record > release to stop > tap to send. This is not a speech to text option, it's an audio recording (as per the screenshot below).



For speech to text, please use either Google voice search or you'll find most keyboards also have a button (like Swype etc).
