Going from Microsoft 365 to Google Workspace involves much more than just transferring emails. Depending on the nature of the business, the process can also involve Outlook emails, calendars, contact details, OneDrive files, SharePoint files, and folder hierarchies.
The phased approach is usually better because one has to analyze the environment, identify similar Google Workspace applications for each Microsoft application, transfer a selected few initially, and then verify whether everything went right before proceeding to the other accounts. An organization interested in an automated migration tool should check out Kernel Office 365 to Google Workspace Migration.

The easiest way to open an OST file without Outlook is a dedicated OST viewer. An OST file is an offline copy of an Exchange mailbox, so it normally only opens in the Outlook profile it was created with. A viewer reads the file directly instead.
Kernel OST Viewer does this for free. You install it, click Browse, pick your OST file, and the whole mailbox shows up in a folder tree. You can read emails with their attachments, plus contacts, calendars, tasks, notes and journals, all in their original layout. It doesn't need Outlook or an Exchange connection, and it also opens orphaned, inaccessible and corrupted OST files, which is usually the reason people can't open them normally.
If you don't know where your OST file is, the Search option finds it on your drive. Once it's loaded, the Find option lets you filter by sender, recipient, subject, date range or attachments, and the scan can show deleted emails too. There's no file size limit, and you can load several OST files at once.
The free version saves your email list, contacts and calendar entries to an HTML file. Exporting emails to PDF, MSG, EML, HTML or RTF is available in the Pro version. It works on Windows.

One should look for a tool that supports MBOX directly as a source. It must keep the folder structure and attachments exactly as they are. A preview feature is important so you can see emails before exporting. If you only need parts of your mailbox filters, for specific folders or date ranges make things easier.. If you have multiple MBOX files batch conversion support saves a lot of time.
I used Kernel Email Converter for this task. It met all my needs. It supports MBOX directly preserves folders and attachments fully has a preview pane allows filtering by folder or date and handles batch conversions. Best of all it doesn’t require any email client to run. There’s also a trial available so you can test it on a sample file first.

Yes, in certain scenarios, deleted emails may be recovered from an OST file, provided the deleted emails are still recoverable from the OST file.
When there are problems accessing the OST file using Outlook, a recovery utility like Kernel OST Recovery can check the file and provide information on all the recoverable mailbox contents. The emails along with other Outlook data including attachments can be recovered and even reviewed before saving.
There are also various filter options for searching a deleted email from the mailbox, including options for searching based on the date, sender, recipient, subject, and folder. But, the recovery cannot take place if the deleted content has been overwritten from the OST file.
It would be advisable to take a backup of the OST file first and then try recovering from the backup.
