I have a reliable way to replicate this behaviour. (Assuming all messages are marked as read.)
1. Open the Textra conversation list.
2. Select the topmost conversation.
3. Tap your phone's home button.
4. Tap your phone's power button. Power again, and unlock.
5. On the notification bar, you'll see the notification icon, but there don't have been any notification sound.
Repeat this, but for step 2, select any conversation that isn't topmost in the list, or just leave it on the conversation list itself. You then won't see the notification icon.
