I am also having this issue on Android 9.0 on a Pixel 3. Although I am a Textra Pro user, I'm going to have to fallback to the default Android messaging app as I always have my data shut off. I use WiFi exclusively on Google Fi.
Its not acceptable that Textra has NOT addressed and fixed this issue in many years.
